Government Regulation of Climate Change Essay

For all nations, adapting to climate change has become a key issue. Governments are mandated to formulate policies aimed at safe guarding lives and livelihoods for their people and at the same time attain their development goals. As cities continue to grow, more people moving to urban centers, and nations working to become industrialized, climate change is here to stay, all that can be done is formulation of policies that will help reduce and adapt to the change. These regulations should put into consideration sustainability. In its short term policy, the government has formed a wide array of public private partnerships aimed at reducing greenhouse emissions. Focus is put on use of renewable energy, efficient use of energy, methane and other non carbon gases agricultural practices, and projects to achieve reduction in greenhouse gas emission. ( U. S. Climate Policy and Actions) . In its quest to reduce green gas emissions, the government has established a multi agency climate change technology programs to develop and implement the technologies. Climate change being a global challenge, no nation can satisfactorily claim to have fought it within its jurisdiction. It is on this ground that the government has formed international cooperation with other nations in areas of science, mitigation and environmental monitoring. To some extent, large (mostly industrializes nations) green gas emitters are made to compensate the small (developing world) green gas emitters. The government has set threshold for green gas emissions. These defines the acceptable limits of green gas emissions by firms . The regulations here targets large and stationary greenhouse gas emitters. EPA estimates these large emitters to contribute about 70% of green house gases in the country (EPA regulatory initiative, p3). Programs targeting reduced green gas emission and increased fuel economy for cars and trucks used in United States have been established. Under the regulation general suppliers of fossil fuel and industrial green house gases, manufacturers of vehicles and engines and any other green gas emitting facility that emits above 250000metric tonnes of green house gases annually to submit annual reports to the regulation body EPA. These regulations aim at collecting timely information for better planning. Different views have been given on climate change . Arguments that there is no scientific proof showing that increase in global temperature is brought about by heat trapping gases in the atmosphere have been raised. It also has been claimed that despite the claims that these gases are as a result of man’s activities, for instance burning of fossil oil or deforestation, still no scientific proof on this has been given. In his view Brzorad, scientists in addition to doing their work, have other motives, their research are at times biased based on the desired outcome . The bias could be politically motivated, need for firms to make more profit, or personal urge for recognition (p2). In my view, climate change is a reality. As a result of industrialization, increased life expectancy and a generally growing population, human activity is putting pressure on the limited natural resources. These acts of man has led to more green house gases being generated from power plants, automobiles and other firms accumulating in the atmosphere, trapping heat from the sun and increasing global temperatures. Policy makers have several options to choose from as they consider how to reduce green gas emissions. Of the many options, the most practical ones are command and control regulation where regulatory authorities directs on how emission limits will be achieved, and the incentive based regulation where forces of supply and demand are used to change behavior and achieve environmental goals. Command and control regulation are enforced by fines if pollution is above the set limits or threshold. In this system, pollution is monitored and laws enforced. This is done either under a tax regime or a regulatory regime. The system applies uniform emission limits on polluters despite each firm having a different cost on emission reduction. The regime is considered rigid as it also controls the emitter choices on how to reduce emissions. In the incentive based regulation, pollution reduction is achieved through tradable emission limits where and if allowed pollution can be achieved at lower costs. It is a market based approach to pollution reduction achieved by providing economic incentives. In this system, a regulatory body or the government sets a limit on the amount of a pollutant that can be emitted. The limits are sold to firms in forms emission permits. Each firm is required to hold permits equivalent to its emission. Each firm is only entitled to a certain specific number of permits. A firm emits higher levels of pollutant than the maximum allowed permits then the firm buys the extra permits from other firms. In the set up, the buyer pays for extra pollutant while the seller is rewarded for causing less harm to the environment. The approach leaves the burden of reducing emission to the emitter. It offers reduced social cost due to its flexibility. It also creates a single price for emission. If in Federal Congress or administration, I would recommend an incentive based approach for greenhouse gases. These gases have the same effect on the environment regardless of where pollution is occurring and are also perfectly mixing. The approach gives the polluter the freedom to look for most economical ways to reduce emission and continually reduce emissions to be below the set standard to avoid buying more permits or enjoy selling the permits if emission is blow the set standards. For other types of pollutants, including solid waste I would recommend command and control regulation the polluter would be made to pay for the actual damage made to the environment. Brindis Speech

The speech was Rizal’s toast to the triumph of Juan Luna’s Spolarium and Felix Hidalgo’s Las Virgenes Cristianas Expuestas al populacho in their work of arts whose works illuminates two ends of the globe: East and West (Spain and the Philippines). It’s about the acknowledgement and thanking them for the pride and glory they gave to the Filipinos. But most of all, he gives praise to those youth’s actions that can make a difference and contribute to the glory of the Philippines.He wanted to make the people realize that glory doesn’t based to a country alone. What he wanted to prove is that geniuses bloom and sprout all over the world with its own uniqueness, talents, and intelligence. No one needs to have same culture and the greatness of a country, but the real talent comes to their works. What he takes jab are elites who does everything just to stop the education system among filipinos because they are afraid that they might learn to defend.I n the speech he made, there are values and lessons he teach us that can be applied in a real world up until now such as mentioning geniuses can be born and made anytime and anywhere. No one has the right to judge or put down a person because anyone can be great. He also said that Spain and Philippines are equal, no greater nor slaves. Dr. Jose Rizal is great because he discussed bravely what the Spaniards are afraid of: EDUCATION of the filipinos but what he focused more is to inspire filipinos and prove how worthy a nation can be.

Ancient Near East Millions of years ago the procreant low lands in the river basins of Euphrates and Tigris was probably the home of some animal life, but no great civilizations. However, things change over time, and just a few thousand years ago the same fertile low lands in the river basins of Euphrates and Tigris became the home of a very rich and complex society. This first high society of man was located in what some still call ?Mesopotamia?. The word ?Mesopotamia? is in origin a Greek name meaning ?land between the rivers.? The name is used for the area watered by the Euphrates and Tigris and its tributaries, roughly comprising modern Iraq and part of Syria. South of modern Bagdad, this alluvial plain was called the land of Sumer and Akkad. Sumer is the most southern part, while the land of Akkad is the area around modern Bagdad, where the Euphrates and Tigris are closest to each other. This first high, Mesopotamian society arose as a combined result of various historical, institutional, and rel igious factors. The reality of these factors occurring at a specific place within the fabric of space / time indeed established the basis for this first high civilization. Items like irrigation, topography, and bronze-age technical innovations played a big part along with the advent of writing and the practice of social conditioning (through the use of organized religion) in this relatively early achievement of man. The factors of irrigation, inherent topography, and useful bronze-age technical innovations paved the way for the agricultural revolution to occur in the land of Sumer and Akkad. The people of the Tigris and the Euphrates basin, the ancient Sumerians, using the fertile land and the abundant water supply of the area, developed sophisticated irrigation systems and created what was probably the first cereal agriculture. This historical factor resulted in an excess of production of cereals, dates, and other commodities. The consequence of excess is the emergence of a productive peasant agricultural system and a redistributive economy that fuels the progress of civilization. Without a doubt, the Sumerians were highly innovative people who responded creatively to the challenges of the both the Tigris and Euphrates rivers. Not just any spot on the planet is a good prospect for irrigation, and it is the topography of the land and the intelligence of the people that allowed efficient irrigation systems to develop. The precipitation in the mountains to the north is large and rainfall-agriculture is possible, but in the low lands, precipitation is slight and rain is concentrated in shortly lasting showers in the winter period of December-February. Without irrigation, agriculture in this area is not possible. The gentle sloping topography of the California- like valley affords numerous irrigation possibilities. The topology is not perfect, and because the riverbeds are actually raised as a result of sedimentary precipitation, the river can change its course as the result of a flood. Attesting to this fact are the ruins of many famous ancient cities, like Eridu, Ur, Nippur and Kish that are now far from the river, but were in the past situated at the banks. Successful irrigation can not be underestimated. Bronze-age technical innovations played a big part in the advancement of civilization. The metallurgical qualities of malleability and hardness made bronze a good choice for construction tools. The bronze tools expedited the construction of public buildings necessary for evolving civilization and government. Furthermore, tools of bronze aided in the erection of fortifications surrounding the cities, like security walls. Tools and related mechanical innovations like the wheel fueled the progress of early civilization, but metallurgy and tools were just part of the formula. In looking at the ?big picture? of possible historical factors, one must not forget the effects of climatic determinism. Many attempts have been made to explain the course of history because of large-scale climatic change. These theories are called climatic determinism, but again this is just part of the picture. In the name of determinism let the record show that the climate of this era was at least conducive to irrigation of a desert valley because of snow and rain in the northern and eastern mountains. The world of education is forever changing at a pace that gets more rapid as the years go on. The decisions made in the past have laid the foundation of education today, as will recent changes affect the future. Programs such as choice schooling and No Child Left Behind will impact school funding. Rulings such as the Lemon Test and separation of church and state will impact decisions that can potentially result in litigation and court rulings dictating educational decisions. In his work regarding educational trends, Kenneth Stevenson (2010) stated, â€Å"a continuing recession, escalating political polarization, rising racial/ethnic tensions, a growing national debt, and a widening divide between the haves and the have nots portend a future fraught with unprecedented challenges to and clashes over the form and substance of public education in America† (p.1). Analysis of the Lemon Test The Lemon Test was created by Chief Justice Warren Berger as a result of the court case Lemon v. Kurtzman (1971) and is based on the principles stated in Everson v. Board of Education. The case of Lemon v. Kurtzman (1971) centered on Rhode Island’s Salary Supplement Act. This act approved a salary supplement of up to fifteen percent for teachers who taught secular subjects in private religious schools or non-public elementary schools. The courts determined that approximately twenty-five percent of Rhode Island’s students attended non-public schools. Furthermore, ninety-five percent of the parochial schools were Roman Catholic. Pennsylvania offered a similar program that reimbursed non-public schools for expenses related to secular education and required schools to account for the expenses separately. Approximately twenty percent of Pennsylvania’s children attended non-public schools and ninety-six percent of the schools had a religious affiliation. The high courts looked at its own precedents and determined that, in order  for a law to be in compliance with the Establishment clause it, â€Å"must have a secular legislative purpose; second, its principal or primary effect must be one that neither advances nor inhibits religion; finally, the statute must not foster an excessive government entanglement with religion (Barnes, 2010, p. 2-3). The Lemon test was created to, â€Å"determine when a law has the effect of establishing religion† (The Basics, 2014, p. 3). The court applied the Lemon test to the Pennsylvania and Rhode Island supplemental funding programs and deemed that the programs in both states were unconstitutional (The Lemon Test, 2009). Both programs met the first requirement of the Lemon test as they had a secular purpose. However, the court determined that it was unclear if the programs met the second set of criteria as â€Å"while the aid was intended for secular use, it was not entirely secular in effect† (The Lemon Test, 2009, p. 1). The court decided that it did not need to establish if the programs met the second part of the Lemon test as they failed to meet the third criterion as both programs â€Å"excessively entangling state administrators with the operations of parochial schools† (The Lemon Test, 2009, p. 1). The Lemon test has â€Å"become an extremely influential legal doctrine, governing not only cases involving government funding of religious institutions but also cases in which the government promoted religious messages. Over the years, however, many justices have criticized the test because the court has often applied it to require a strict separation between church and state† (The Lemon Test, 2009, p. 1). The test has been the foundation for many of the court’s ruling regarding the establishment clause since 1971. The choice  The idea of vouchers for education was first introduced in early 1950 in a move to privatize education. In that same year, as a result of Brown v. Board of Education, the southern states put the first voucher program into action as a way to â€Å"enable white students of all income levels to attend the segregation academies and continue receiving a publicly-funded, all white education† (Save our Schools NJ, 2014). In 1989, Wisconsin’s more modern voucher programs, focused on poor children of all races. (Save our Schools NJ, 2014). Regardless of the nature of the voucher program, the impact is the same- taxpayer funds being diverted from public school funding. In 2002, the Supreme Court ruling of the case of Zelman V. Simmons-Harris  stated that it was not a violation of the Establishment Clause to provide scholarships for some students to attend private or parochial schools. This ruling had a subsequent impact on the development of S1872, also known as the Opportunity Scholarship Act. This act allowed for vouchers to go to private or religious schools. Changes from S1872 resulted in an almost $1 billion dollar revenue loss for school funding by the end of its fifth year (NJEA, 2011). In addition to the government revenue lost, a 100% tax credit is given to companies who donate to these funds thus losing additional revenue. The children given these scholarship vouchers are children from targeted failing school areas, which then result in that already failing district to lose additional weighted funding for those children. â€Å"Shifting a handful of students from a public school into private schools will not decrease what the public school must pay for teachers and facilities, but funding for those costs will decrease as students leave† (NCSL, 2014). A study by the American Federation of Teachers in 2011 looked at the revenue lost in several states as a result of money being diverted to voucher programs. In most cases, these programs obtained funding by either increasing taxes or by reducing state aid to local school districts. Both the Milwaukee Parental Choice Program and the Cleveland Scholarship and Tutoring Program did just that. The Milwaukee program, in 2009, cost taxpayers roughly $130 million and the Cleveland program reduced Disadvantaged Pupil Impact Aid to the Cleveland public schools by $11,901,887 in 2007 (American Federation of Teachers, 2011). One of the most significant issues with voucher programs is the fact that they do not have the same monitoring and regulations as public schools in order to obtain funding. â€Å"Perhaps the biggest critique of market-based reforms, such as school choice and performance based accountability is that they will further exacerbate inequalities in education† (Fusarelli and Young, 2011, p. 92). Not all program funding is distributed in the programs based on poverty. Parents of special education students are not guaranteed special education services. In addition, many programs are not monitored for the way they appropriate money. When a review of the Arizona tax credit programs was conducted, it was discovered that â€Å"almost two-thirds of all voucher orga nizations kept more funds for overhead than allowed under state law† (AFT, 2011, p. 7). Per student revenue that local districts lose to  these programs is not guaranteed to be 100% applied to the students attending the private school. In 2011, the U.S. Department of Education had a budget cut of $5 billion (The Education Trust, n.d.). In 2013-2014, over 35 states are providing less funding per students, more than 10% in fourteen of them. (Leachman Mai, 2014). With decreasing numbers such as these, voucher programs only continue to threaten to take limited funding away from local districts. Continued funding cuts will have an impact on the economic future of our country. As stated by Brimley et al. the more education provided, the more wealth developed; the more wealth created, the more funds available for investment; the more investment undertaken, the more wealth available for investment in physical and human capital: (Brimley et al., 2012, p. 3). The Impact of No Child Left Behind (NCLB) The No Child Left Behind Act of 2001 (NCLB) is the largest federal funding program in the history of the United States. No Child Left Behind is a, â€Å"reauthorization of the Elementary and Secondary Education Act (ESEA), which originated in 1965 as part of the War on Poverty† (Braden and Schroeder, n.d., p. 1). While NCLB provides additional funding from the federal government it also imposes mandates that states must follow. The supplementary funding provided under the No Child Left Behind Act is not necessarily enough for states to meet the standards required by the act. The main focus of NCLB is Title I funding which the federal government allocates to states to help provide an education to economically disadvantaged students. No Child Left Behind includes eight other forms of Title funding such as school safety, teacher quality, assessments, and American Indian education (Braden and Schroeder, n.d., p. 1). Title I funds are the most important part of No Child Left Behind as the majority of the funds are earmarked for Title I purposes and Title I funding holds states accountable for student achievement as evidenced on state assessments. The move towards holding states accountable for student achievement began prior to the No Child Left Behind Act of 2001. Most states included accountability in their education reform acts during the 1990s (Ladd, 2001). By the year 2001, the same year as NCLB, more than forty states published a school report card, more than half had some type of school achievement rating, and numerous states offered assistance or sanctions to schools with low student  performance (Meyer, Orlofsky, Skinner, Spicer, 2002). In January of 2002, No Child Left Behind was signed into law and for the first time in history the federal government was involved in, â€Å"setting broad parameters, implementation timelines, and sanctions for state accountability systems† (Dun combe, Lukemeyer, Yinger, 2006, p. 1). States began to implement NCLB in 2002 during a time of financial difficulties. This created concerns based on the cost involved in funding a program of its magnitude as well as questions regarding the extent to which the NCLB program was funded. Most estimates concerning the cost of implementing the program were far from accurate. This prompted states, such as Connecticut and Utah, to pass legislation which allowed them to either ignore the parts of NCLB that required funding from the state or sue the federal government for a lack of funding (Duncombe et al., 2006). While NCLB involves many federal education programs, the act’s requirements in regards to school improvement, accountability, and testing are a priority. No Child Left Behind required states to test students in grades three through eight yearly in math and reading. Students in grades ten through twelve must be tested once. In addition students must be tested in science once in grades three through five, six through eight, and tenth-twelfth. In addition, states, school districts and individual schools are to â€Å"publicly report test results in the aggregate and for specific student subgroups, including low-income students, students with disabilities, Eng lish language learners, and major racial and ethnic groups† (New America Foundation, 2014). Another requirement of NCLB is that all teachers must be highly qualified. Teachers must pass a licensure exam and be certified by the state they teach in. Teachers who teach a specific subject area must demonstrate their subject knowledge by passing the subject knowledge portion of the licensure exam. NCLB specifies that states develop a plan â€Å"to ensure that low-income and minority students are not taught by teachers who are not highly qualified at higher rates than are non-minority and low-income students† (New America Foundation, 2014). In addition, NCLB give parents and guardians the right to know the qualification of their child’s teacher and if their child is receiving instruction from a paraprofessional and if so the qualifications of that individual. NCLB requires that school district’s notify parents in writing if their child will receive instruction from a teacher who is not highly  qualified for longer than four weeks (New America Foundation, 20 14). No Child Left Behind stated that all school districts in the United States were to guarantee that each child enrolled in their district would score proficient in the state’s reading and math assessments by 2014. Each state was given the freedom to define what grade level proficiency meant in regards to their state standards. NCLB required that schools make â€Å"adequate yearly progress† (AYP) towards achieving their goal. Proficiency rates increased yearly up to 2014 and individual states were allowed to choose their rate of increase. In order for a state to make AYP they must meet their goal for student achievement in reading and math every year (New America Foundation, 2014). Forty-three states, Washington D.C., Puerto Rico, a group of California school districts as well as the Bureau of Indian Education applied for waivers exempting them from being required to meet their targets and other requirements of NCLB from the Department of Education. In September of 2011, President Obama and Arne Duncan, Secretary of Education, announced that the Obama administration, â€Å"would allow states to request flexibility in meeting some of the requirements under NCLB in the absence of the law’s reauthorization† (New America Foundation, 2014). For a state to qualify to receive flexibility throu gh a waiver, the state needs to show they have adopted or will implement reforms to their, â€Å"academic standards, student assessments, and accountability systems for schools and educators† (New America Foundation, 2014). According to No Child Left Behind schools that do not make AYP for two consecutive years will be identified for school improvement, and will have to create a school improvement plan (SIP), and apply a minimum of ten percent of their federal Title I funds to professional development. Schools that do not make AYP for a third year will be under corrective action, and will be required to apply interventions to improve school performance, â€Å" from a list specified in the legislation† (New America Foundation, 2014). If a school fails to make AYP for a fourth year they will be, â€Å"identified for restructuring which requires more significant interventions† (New America Foundation, 2014). If a school fails to make AYP for a fifth year, â€Å"they must implement a restructuring plan that includes reconstituting school staff and/or leadership, changing the school’s governance arrangement, converting the school to a charter, turning it over to a private management company, or some other major change†Ã‚  (New America Foundation, 2014). Specific school districts that have a high percentage of schools that fail to make average yearly progress for multiple years could be, â€Å"identified for school improvement, corrective action, and restructuring† (New America Foundation, 2014). The Future of Church-State Relations As religion continues to hold influence on the American culture the U.S. judicial system remains the authority for interpreting the constitutionality of matters of religion. The separation of church and state comes as a result of America not having an established religion for all of the residents to follow; the people were given freedom of religion. According to Thomas Jefferson, God is acknowledged as the creator of mankind and government is not a divine organization therefore it is the responsibility of the citizens to oversee the institution of government. In 1791 the government discontinued support or promotion of any religion. The decisions made so long ago continue to greatly impact organizations such as schools today. In the classroom teachers are held accountable to the state that they will remain neutral on the subject of religion while on school grounds (The Boisi Center, n.d.). Cases such as Committee for Public Education and Religious Liberty v Nyquist (1973) and Mueller v Allen (1983) have kept the courts busy on the subject of funding religion in the educational system (Pew Research Center, 2008). The Free Exercise Clause permits students to practice their faith privately on campus as long as it does not cause disruptions to the academic day and students are not being persuaded to follow his/her beliefs. School vouchers and tax credits that were distributed from 1983-2002 were considered constitutional under the Establishment Clause as they approved a parent’s choice to have their child attend a religious school. The courts accepted these practices because they did not show intent to persuade on the side of religion (The Boisi Center, n.d.). During this time all over the country courts were hearing cases to oppose the allowance of vouchers to religious organizations as they felt it went against the separation of church-state. In some states courts ruled that vouchers could only be used for parents that wanted to move their child to a higher performing public school so that private religious schools did not receive state education funds. Now and in the future the United States  will continue to permit religious liberty to the people, the government will not be accountable nor will it dictate ones religious practices (The Boisi Center, n.d.). With the increased cases that continue to build against religion in schools and educational funding to religious private schools it is predicted that the future of church-state relations in educational funding will give more authority to the state education departments on the placement of funds. The state will seek more control of religious private schools, as the voucher program seems to be here to stay. The state is going to want more control of curriculum if they will be providing financial support (Pardini, 1999). Tax credit programs are also popular and seem to offer a compromise of church-state relations. Tax credits provide financial support to families that choose to place their child in private schools. As time progresses state government will advocate for an increase in charter schools, this will allow for state funds in the form of vouchers and tax credits to support schools that do not have a religious focus (Pardini, 1999). This battle will continue until a decision is m ade by the U.S. Supreme Court on the constitutionality of the Blaine Amendments. These amendments were established in 1875 to disallow states to financially support private schools that teach religion. At this time there are approximately thirty states that incorporate Blaine language in their constitution, which disrupts the success of vouchers being used by parents that wish to relocate their child to a higher performing and/or religious private school (DeForrest, 2003). Future Trends in Court Decisions and Power over Educational Financing The courts have had a hand in education dating back to the creation of the United States Constitution. Although there was no specific mention in the Constitution as to who was responsible, who carried the power in terms of financing education, education was valued in the early days, and many early settlers used the Bible to teach the young to read. As time went on people challenged the use of teaching the Bible in Public Schools. People used the First Amendment of the United States Constitution to argue about the intermingling of church and state and the use of direct government support for parochial, and private schools (Brimley, Verstegen, Garfield, 2012). The courts found themselves hearing cases of people challenging the use of government funds in schools other than public schools and, in the case of Pierce v. Society of Sisters  (268 U.S. 510-1925), the courts ruled for using public funds for church-related schools. Because of this ruling financing public schools has seen some great changes, and will continue to see changes. This court ruling could potentially change the makeup and the system of education in the United States. States will implement more stringent guidelines as to what they expect from schools in regards to performance standards since they are the ones providing the funds. These guidelines are the result of schools continuing to fail to meet state requirements, running low on funds due decreased income from property taxes, or the need for states take over more schools or shut them down, To date there has not been a proven method that will solve the problems of educational financing. Politics have a large influence in financing education. This was evident during the Bush administration, when money went into funding Laura Bush’s library after other school programs were cut. For nearly forty years the constitutionality of the way schools are financed has been scrutinized. There have been one hundred thirty-nine lawsuits in forty-five states promoting finance reform after the ruling of Serrano v. Priest (Education Next, 2010). The states are required by their individual state constitutions to provide an adequate education to all students. Currently there is no solution to the challenges of financing public schools so that all individuals feel like they are being treated equally. The debates and challenges have been going on for decades and will continue for years to come. Responsibility is placed on the states to ensure that their State Constitution requirements are being met and to provide funding for local schools. Conclusion As previously stated education as it is known today continues to change at a rapid rate and will continue to change forever as the world that we all reside in is ever changing. Technology has had a major influence on education, and the world in general. â€Å"If students are not being taught to use technology, and not being taught adequate math, science, and communication skills, the United States will continue to lose its superiority to other countries† (A Nation at Risk, 1983). In order for the United States to keep up with the competitive commerce, today’s students need to be pushed a little more to achieve more and not just be satisfied with mediocrity. There was a time when funding private and/or parochial  schools was not even an issue, as it was clearly understood that government monies was allocated for public schools. As time went on, needs changed, be it individual needs such as students with disabilities, or families of low income. With these needs came reasons to challenge the norm. Attorneys were contracted, and the status quo was challenged. Nobody could have predicted the changes that would happen nor is it possible to predict the future from today. It is impossible to guess the future of financing education because no one knows what the needs will be in fifteen to twenty-five years from now. It is crucial that past rulings be thoroughly examined to assist with preparing for future financial direction, although that is not the magic solution. Emerging Trends Essay Communications technology is progressing at light-speed, seemingly shrinking our world, as we can now communicate and conduct business in real time around the globe. Through innovations such as high-speed modem technology, businesses and people can share new ideas with friends and colleagues from the farthest lands. As more people and businesses strive to globalize, existing communication technologies are overloading, as they have approached the limitations of todays available hardware. To gain higher speed access to the available information over the Internet, there are many factors one must research, as they ultimately work together. These factors include hardware, choosing an Internet Service Provider (ISP), as well as a modem, which will be used to send and receive the data via the Internet. The intent of this document is to review the latest high-speed technologies for improving information access using the Internet. By understanding these new technologies, one can make a more informed decision when choosing their hardware and ISP. Choosing Hardware for Individual Needs: Computer Choices To gain faster Internet access requires choosing a faster computer that best suits ones needs. In determining the type of computer to purchase, one should first determine the application in which it will be used most. Applications such as word processing, computer games, and Internet access, all require various hardware and operating systems. Today, there are three main choices for computers, which include laptops, PCs, and hand-held devices. Until recently, we only needed to decide on the type and speed of the processor that we wanted in our new computer, since most of the Intel Pentium based computers had a data bus with a maximum speed of 66 MHz (PC World, 2000, July, p. 33). With the release of the new Intel 100 MHz bus architecture, this has changed, as the new line of Pentium II and Pentium III processors use this new bus instead of the older 66 MHz bus (PC World, 2000, July, p. 33). Needless to say, a PC equipped with this much power will surely increase the communication spee d between the processor and components in the computer. The main advantage of a notebook computer, versus a desktop, is the size and portability. Due to their smaller size, notebooks are the computer of choice for people that have limited space in their office or home. A typical notebook computer will contain either an Intel Celeron, Pentium III, or AMD K6 processor, which all range in speed, while the more common speeds vary from 600 MHz to 850 MHz (PC World, 2000, July, p. 37). The price of a standard notebook computer typically ranges between $1200 to $1900. Introduced in 1996, handheld computers, also known as Palm Pilots and Personal Digital Assistants (PDAs), have been gaining in popularity. These devices are portable and are no larger than a palm-size calculator. One of the most popular models on the market today is the Visor, offered in three models, ranging from $149 to $249 (Businessweek Online website, November 15, 1999, p. 192). While the speed of a handheld computer may vary, according to one source, the Palm Vx model runs slightly faster than other handhelds. It runs with a 20mhz processor versus the 16mhz found in other models (Palmgear website, 2000). Most palms come with standard applications like an address book, calculator, and a date book. Newer palms will also allow the user e-mail capabilities, using a memo pad similar to the Windows notepad. Since Internet access is now available as an option for handheld computers, they are a viable choice for consumers. Choosing an Internet Service Provider (ISP) Next, one needs to decide on an Internet Service Provider (ISP), and whether it is for personal or business use. Today, many companies offer free Internet Service to consumers and businesses. Broadband Digital Group (BDD) offers free dial up service at no additional cost, and is available nationwide. Another free ISP is Bluelight.com, which allows customers to shop online and receive various discounts on items purchased with Kmart. Free ISPs are economical and provide many of the services of fee based ISPs, such as sending and receiving email, web surfing, and online shopping.   Although some people find free ISPs to be economical, there are some disadvantages. Free ISPs represent less than 13 percent of the market, and are used as an alternate means to connect online (Fusco, 1999, pars. 4-6). With this, the customer is provided with Internet access, but not the quality service that is provided by most fee-based ISPs. In some cases, free ISPs do not provide consumers with high-spee d delivery, which results in slower connection speeds. According to a recent report by Patricia Fusco, fee-based Internet access service providers are among the elite and provide high quality, high speed, and wireless services. The top rated ISPs are, ATT WorldNet, EarthLink, Inc., MSN, America Online, CompuServe, and Prodigy. All of these services can provide consumers with high-speed service, good customer service, and technical support (Fusco, 2000a, pars. 2-10). There are, however, some disadvantages with fee-based ISPs, as the monthly billing fees can range from $7.00-$40.00 per month. In addition, providers such as AOL, Prodigy, MSN, and CompuServe have monthly billing plans that must be applied to a customer’s major credit card or telephone bill. Payment by check is also an option, however, your ISP provider applies a surcharge. Fee based ISPs benefit people and companies who have a need for high capacity, high-speed, and a broad range of features. Providers like AT T and MSN offer wireless service plans, so consumers have the option of accessing the Internet through their laptops or personal PDAs (Fusco, 2000b, pars. 4-6). In determining which ISP is best, one should consider cost, speed, availability, and technical support. The content of the ISPs website, personal services, and customer satisfaction should also be considered. Choosing a High-Speed Modem Technology: Cable vs. DSL Of course, there is much more to achieving high-performance Internet access than just choosing a fast computer and an Internet Service Provider, as one will also need a connection capable of handling all of this bandwidth. Recently, there are new emerging technologies that will allow you to access information over the Internet at blinding speeds. Today, one can choose between new high-speed subscriber lines, such as Digital Subscriber Line (DSL) or Cable Modem, which enables one to access information over 10 times faster than the 56K modem. To utilize DSL will require a DSL-capable modem, which connects to the phone lines already present in the home. Installing DSL is a bit tricky. Although there are installation kits available, it is easier to have the phone company install the service, since installation requires a few components needed for avoiding interference while using the modem and telephone at the same time. The cost of installing DSL runs between $50-$100, while the monthly service fee averages about $80 per month, and includes an ISP (PC World, 2000, May, p. 106). DSL is not yet offered in all areas, however, a recent survey from The Yankee Group estimates that 21% of US households will have access to DSL shortly (PC World, 2000, May, p. 104). Cable Modem is another high-speed solution for accessing the Internet. Cable Modem technology offers similar performance as DSL, yet the technology is a bit different, as it utilizes the existing television cable in the home. Like DSL, Cable Modem access will require a special modem and can be installed by the consumer, or by a local cable company. Expect to pay approximately $100 for the installation, while the monthly service fee averages about $50 per month (PC World, 2000, May, p. 106). The Yankee Group estimates that 41% of US households will have access to Cable Modem technology, which is limited to those households already equipped with cable television services (PC World, 2000, May, p. 104). 87% of Cable Modem users and 86% of DSL users are satisfied with the performance, according to a PC World survey (PC World, 2000, May, p. 116). While the monthly service fees are more for DSL, as compared to Cable Modem, the fees are expected to normalize as the technology becomes more widespread. In reviewing these high-speed technologies, the choice begins to shift from choosing between DSL and Cable Modem, to choosing between either of these two, along with any of the new computers. Summary This study reveals that to gain high speed connectivity, any of the new computer hardware choices are adequate. The key to high speed information access is now governed by your connection, where this situation was revered just a few short years ago. DSL and Cable Modem both offer substantial performance improvements over conventional 56K Internet access. Either choice enables high-speed Internet access, which will be a vital component as more and more on-line information begins to congest the information pipeline. To truly gain high speed Internet access, one must incorporate either of these new modem technologies, along with their choice of hardware, which should be based on one’s individual needs. Being a soldier in the Civil War was dangerous, with a death toll of over 600,000. Becoming one of those numbers was an obvious fear for most soldiers. The question is, are you willing to fight for your side or are you a coward? This question plays an important role throughout the story, as it is the key factor in Henry Flemings mind. This question helps Fleming and his fellow soldiers in their transition from boys to men. Crane creates three major characters that develop into mature soldiers after going through a dramatic psychological change while they learn through the events and hardships they face in their first days of war. Henry Fleming is the protagonist of the story and the story is told through his eyes and his thoughts. He is young and immature, so he enlists for all the wrong reasons. The only reason he joins the army is for the glory. He is not enlisting because of what he believes in. The duty of being a soldier is not important to him. He enjoys the attention he receives shortly before leaving home and he hopes to earn more glory in battle. Henry only thinks of the glory in the short run. He looks forward to coming home to tell all his stories of heroism before he even fights. Once he is actually in the situation of having to fight, Henry questions his courage. He wonders if he is a hero or if he is just a coward. In the beginning of the war, Henry fears fighting at the expense of his own life. In Henrys first skirmish, he quickly reveals himself to be a coward. He began to exaggerate the endurance, the skill, and the valor of those who were coming. Himself reeling from exhaustion, he was aston ished beyond measure at such persistency. They must be machines of steel. It was very gloomy struggling against such affairs, wound up perhaps to fight until sundown (Crane 41). Henry cannot believe that the soldiers are coming for a second charge. He could barely accomplish holding them back once. Once Henry flees the battle scene, he is angry at his fellow soldiers. He resents the men for not being as intelligent as him. He claims that they are stupid to stay and fight against an inevitable death, just because they did hold the enemy. Henry is so immature that he tries to make himself feel superior with these feelings of jealousy. Henry wanted the glory of winning a battle but his lack of courage prevented him from earning it. He assures himself that he is right and that running is better for the army because he preserved his life. As he begins to wander and find his regiment that he had abandoned, Henry notices all the wounded soldiers and becomes jealous of their injuries, as he wishes he had a wound the show off to his comrades. Without a wound, Henry had no proof that he had fought alongside his regiment. Henry is an immature kid that only desires a wound to avoid being titled a coward. His fear becomes extreme when he leaves the tattered man to die, even though he knows that by abandoning him, the man has no chance of survival. If Henry was not so concerned with the mans constant questioning, he could have saved his life. Henry believes that being labeled as a coward is worse than the man dying. Henry is vain and does not care about anyone but himself. His fear of being exposed takes over him and he loses all of his morals. He drops to the point to where he even hopes his side loses the battle just so he can have the satisfaction of knowing he predicted the right outcome by fleeing. Once confronted about his head wound he received from his own sides soldier, he lies and claims it is a bullet wound. His regiment believing that he was grazed by a bullet g ives Henry a false sense of accomplishment. Henrys main fear at this point shifts from death to being discovered to be nothing but a fraud. After Wilson retrieves his letter back from Henry, he feels superior to Wilson. His friend at his side seemed suffering great shame. As he contemplated him, the youth felt his heart grow more strong and stout. He had never been compelled to blush in such manner for his acts; he was an individual of extraordinary virtues (Crane 91). Henrys sense of pride over Wilson is ironic; Henry has done nothing but flee, while Wilson fought bravely and stood his ground. He had performed his mistakes in the dark, so he was still a man (Crane 90). Henry convinces himself that he is a man and has nothing to be ashamed of because only he knows the truth of his cowardice acts. Henry is so full of false accomplishment that he blinds himself from the truth. Henry becomes so afraid of being discovered that he loses his sense of thought in his next battle and blindly fires at the enemy, even after the battle ended. He begins to worry so much about his reputation to the point where all he thinks about is looking like a soldier, and then he finally appears to be one. Although Henry is fighting for the wrong reasons in the battle, it is his turning point in his development as a man. He made the transition to a hero but did not even realize it. He finally realizes that becoming a hero is nothing like the stories that he hears from other soldiers, but the title comes from following orders and standing your ground. It is not as amazing and interesting as he had planned on it, so he becomes less fascinated with creating war stories to go home and share with his town. The glory does not control his actions anymore. He transforms from a selfish soldier who cares about no one but himself to a soldier in the 304th regiment. He becomes one with his regiment and his pride shifts from himself to the reputation of his entire regiment. When he overhears the li eutenant calling his regiment mule drivers, he becomes offended and makes his new goal proving his officer wrong. Although he could have told his regiment about the insult, Henry finally keeps it to himself. This is the first time that Henry did not take an opportunity to insult his officers. He knows that this was the mature and obedient move that a real soldier would make. He did not want to hurt the pride of his comrades, which before he would have taken the opportunity in an instant just to make himself feel superior. When the regiments color sergeant was slain, he unhesitatingly seized the colors and thereafter kept them steadily to the front, showing again his fearlessness (Lentz 259). Henry leads his army ahead and is not afraid of being killed or even thinking about his reputation. He grabs the flag without thinking because he does whatever he can to insure victory for his regiment. Henry started the war as immature, vain, and arrogant. Although the events only took place ov er two days, Henry matured quickly into a soldier who was proud of not only himself, but all his comrades. He evolved into a leader for his regiment and was willing to die for his army, just to make the battle more difficult for the enemy. Jim Conklin is the perfect example of an obedient, respectful soldier. Jim is Henrys childhood friend. Jim follows orders with no difficulty and maintains his dedication to the union. His duty as a soldier is fulfilling enough for Jim, as he does not care about any type of fame or glory. He spreads rumors that the regiment will move the next day because he tries to get them excited about their first march in months. Jim acts as close to an officer as you can get. He stops arguments, gives advice to his comrades, and attempts to raise morale throughout the camp and the regiments marches. Jim has no fear of death and does not worry about being called a coward. He claims if his comrades fight, he will fight. If they run, he will run. He will follow his regiment and support whatever decision they make. Although Jim is passionate about what he does, he is quiet when he needs to be. He does not criticize his superiors or complain in battle, but he complies with everything that is demanded of him. Whenever Jim is later found by Henry, he seems to be quieter than usual, keeping to himself. Jim knows he is dying and does not crave the attention of others to give him a dramatic death. He does not seek the Greek tradition of being laid upon his shield like Henry desires. He actually prefers the thought of dying alone with nothing there to bother him as he tries to go peacefully. He does not curse the gods or the war he is fighting in, he dies as a fine soldier does. Wilson is a loud, arrogant soldier that is similar to Henry Fleming. Because we only have access to Henrys thoughts, we do not know if Wilson fears the title of a coward. When questioned by Henry if he would flee, Wilson becomes angry and walks off in a rage. It is safe to assume that Wilson fears the title but uses his anger as a protective barrier from the subject. Wilson is confident in himself that he will succeed in war, but deep down he knows that it is possible that he could run. The question does not control Wilson like it does Henry, but he puts on the front of the tough guy to convince himself that he will be a force on the battlefield. Wilson shows his vulnerability early by giving the letter to Henry, showing he is terrified of fighting and he loses all confidence in himself. Wilson does not believe he will survive and that brings out his true character. Although it appears that he does not flee, he undergoes a drastic change in personality. When reunited with Henry, he n urses his friend back to his feet. Ironically, pride and arrogance is now completely lacking in Wilson, who had only shortly before been supremely cocky (Johnson 8). He transforms into a quiet, obedient soldier. Although he loses his overwhelming personality, he keeps the same confidence. He no longer speaks as if he is a god, but he is confident in himself and he does not need anyone else to know it. It is almost as if he takes over Jims personality after Jim had died. He shows this by keeping quiet and even breaking up a fight that starts inside the camp he is watching. He no longer lets his pride control him. When he asks Henry for the letter to his family back he faces a great amount of embarrassment, even making him blush, but he does not care about his reputation or if he is called a coward. He later forms into his regiment and leaves the individualism he used to seek behind. These three soldiers all have three different personalities to start the story, but by the end of the novel they all have their personalities altered into the ideal soldier. Henry and Wilson both begin the story as soldiers terrified to die, but they eventually evolve into soldiers willing to die for their side, almost a mirror of Jim. It just shows that a young inexperienced soldier needs a mature mentor resembling Jim to teach them the right attitude in war.

Almost thirty years after the last troops were pulled out of what was then South Vietnam, its effects are still felt in today’s society. It is hard not to find someone who’s life has not been affected because of this war. One of the most controversial decisions made in the war was to use chemicals to fight the enemy. The most boradly used chemiucal was called Agent Orange. Some people agreed with the use of Agent Orange. They saw it as a very viable weapon that needed to be used in order to keep the Communist from taking control of South Vietnam and subverting their democratic government. Many others disapproved of its use. They knew, correctly, that it would severely devastate the landscape of Vietnam and would forever ruin the land for agricultural use. They also knew of the harmful effect it would have once adults and children came in contact with the harmful chemicals that form the chemical make up of Agent Orange. Once the first bombs carrying Agent Orange were dropped there was no going back. For some people the use of Agent Orange changed their whole opinion of the war and what we were really fighting for. The Significance of Language in Richard Wright’s Black Boy Richard Wright had the "privilege" to experience America society, probably, at its worst. He saw how humans had the ability to treat other humans. His autobiography tells the tale, but it also gives life to words, to language. Wright had a gift for writing and he uses many techniques to bring that writing to life; for example, the exchange of words between whites and blacks gives the reader insight as to how much respect each race held for each other, or the degree of imagery he uses to bring the book to life. Both of these techniques show how language-words set us apart in society. Back in the 1920's there were lines set before a black man that he was expected not to cross. Blacks were looked down upon in American society; not just by whites, but by everyone, including Jews. When a white person spoke to a black person, that white person expected and demanded respect from that black person. And if the kind of respect that was sought after was given, then you might as well run and never come back. Richard saw this in his everyday life, it was normal, and he conveys it in his writing. For instance, when Richard is arguing with his principal about his valedictorian speech the language that comes from Richard is full of anger and resentment; however, though his tone sings one tune, his words sing a totally different one. The words that Richard spits out at his principal are filled with a certain respect that is not practiced or learned but built in. In any place that Richard ever worked or visited if and when he encountered a white man or woman he removed his hat an d always answered with "yes or no ma'am" or "yes or no sir". That kind of respect and speech had always been around and was assumed around. Richard knew that if you were black and in the white-world you didn't speak until spoken to; and this can be found all through Black Boy. Imagery, Richard uses a plethora of it throughout his book. It is the collection of images that helps you see what Richard is trying to show the world. When Richard is arguing with his principal, you can picture it perfectly.... The British nationalism referring to the nationalist ideas and policies’ application to the United Kingdom tends to promote the UK as a goal for national identity, social movements, comprises political and sentiment inspired by the love of British language, culture , history and ot forgotten the pride of being British. Supported ,politically from the Euro scepticism of the conservative United Kingdom Independence Party and far-right British national party to the centre-right conservativ e Party and the left-centrist Liberal Democrats, British nationalism has had a progressive cause characterised by â€Å"a powerful but ambivalent force in British politics†.From this British nationalism, a party called the British national party will be one of our aim studies in this topic. As for Scotland, Nationalism being a political ideology and created in 1921 as primarily body based in London and largely influenced by Sinn Fein ,has most of the time supported greater autonomy for Scotland as part of the United Kingdom, but also the creation of a sovereign state.In which case Scottish nationalism can be referred to three (3) main elements: -The Scottish Independence with the advocacy of Scotland becoming a sovereign state -The Scottish national party with the main political party that support Scottish Independence. -The Scottish home rule, an organisation knew before the Devolved Scottish Parliament was created in 1999 that had for purpose to give Scotland the autonomy w ithin the British Empire. From this nationalism , derived a national party called the Scottish national party.It is therefore in the process Nationalism that, our aim target will be to identify the differences between the two major national parties in the United Kingdom known as the British National Party (BNP) and the Scottish National To begin with, we should start by saying that the Scottish National Party (SNP), a civic party with strong democratic leanings and non-nationalist was first created in (1934) having as aim to promote justice, caring and enterprising community by making Scottish potential as an independent nation in the mainstream of modern Europe.Wishing to be completely independent from Britain, the Scottish national party has always wanted to be a separate state making its own decisions not just in Europe but throughout the world, this is why Scottish political parties such as, the SNP encourage progressive attitudes that are principally based on two main(2) things :the long term desire to become but also the ambition to be entirely inclusive with global organisation such as Europe . While the British National Party, reated in (1982) by a group of the National Front with John Tyndall, is a far-right, fascist political party combined with a white supremacy organisation that stands for anti-non british,because it believes that there are significant differences between races, one of the party’s main objectives is to restore by legal methods white ethnicity, which existed prior to 1948 in a way that anything that does not fit their narrow stereotype is meant to be kept away from the party.Adding to this, it has to be said that the British national party adoring men like Adolf Hitler of German Nazi is almost claimed to be a Nazi political party as well.
